C1D1 clarification

#1 Currently in process of wiring electrical actuators which are installed in Methanol transfer piping. These actuators are located over 10' away horizontally and 8' aff. from Methanol tank. Is this considered a hazardous area? The design engineer states it is.
#2 Does this installation require flexible connections? There are no flexible isolators in mechanical piping I feel this requires no flex connection. can you confirm?

Are the actuators listed for class one division one? That might give you a clue.

Flexible connectors are needed where there is either vibration or expansion and contraction, both of these situations are really a design consideration as much as anything.
