Just to add to what Jon said, typically you would use two in an open Delta if a neutral is not needed, and three in a wye if a neutral is needed. Or this is from Schneider with a few more specifics:

Step One: Single Phase or Three Phase Application
IF Three Phase:
  • Three wire source: Must use Open Delta
  • Four-wire source:
    • Use Open Delta if only need three wires for load
    • Use Wye configuration for all four-wire applications.
      Note: Wye configurations offer expanded kVA Capacity - so try if Open Delta does not meet your requirements.

Can multiple single-phase buck/boost transformers (GE Type QB, Model: 9T51B0090) be connected to buck/boost three-phase?
Not only they can, but that's the most common method. I don't believe I've ever seen a singl 3ph BB transformer.
