Bonding of steel roof and steel framing members

If I have a tilt up concrete panel bulding about 30' tall with a steel roof and framing members am I required by the NEC to bond the steel roof and the associated steel framing members to the bulding grounding system.

Yes, if it is effectively grounded.
Yes, if it is likely to become energized.
Otherwise, no bonding is required.

Steve, the reference is correct but I don't believe it requires more that Ryan has already stated.
