The inspector for that area just called me back, and he told me that he wouldn't approve a straight swap of the 60A main fuse box for a 60A CB panelboard, and I told him I agreed that an upgrade was warranted, but very problematic. He then said, "That's why they pay you the big bucks!"

So apparently there's no explicit policy on this in that city and it's up to individual inspectors as to whether an upgrade is required. I'm certainly not going to ask each inspector I deal with (some of them are very hard to track down), so I'm just going to tell people in the future that if they want their 60A fuse boxes changed, they'll have to spring for a service upgrade.

If they called to have the septic tank pumped expecting to pay $100.00 and was then told the the system is no longer functional and the cost to replace it is $$3000.00 they would have to fix it. They could not just pump it out on the ground just because it is expensive.
The cost of home ownership, some times you just have to bite the bullet.
