Are some load centers not allowed in CA but allowed in the rest of the USA?

I was trying to order a QO140L200PG from Zoro (one of the only places that seems to have it in stock) and they popped up a warning that they could not ship to California. See attached image.

Is there something special about this panel that I cannot use it in California or is Zoro's website glitching?

Any other suggestions of where I can actually find this panel?

I tried adding QO142L225PG to my cart and that one does not have a CA restriction. Both panels cause cancer according to the manufacturer. So I think it's something else.

I've bought quite a lot from Zoro in the past. Everything else in my cart (lots of other QO components) seem to not have limitation. Hopefully this is just a dumb website glitch!

There is plumbing items that are restricted because of energy code issues, but why that panel is restricted I don't have a clue.
