Adding new apartments -meter question

I have a job at an existing apartment building that has a 400 Amp service feeding an 8 meter bank. All have there own disconnect leading to a sub panel in each apartment. Only 5 meters were in use and the plan is to add 4 more apartments. How do I go about adding a 9th panel for this scenario? I assume a stand-alone meter for the 9th apartment but how do I run the main line from the 400 amp switch? Or can I run off the 8 meter bank that is there ?

Can you install a tap on the load side conductors of the 400 amp switch? Do you have a photo of the existing setup?

I will send picture when I am back at the job. That was my thought also to come off a tap, just wondering how common this is. It is my first job by myself just want to get all my ducks in a row and not fail inspections. Thanks

It's common for situations like yours and when done correctly it will be code compliant.
