About esa inspector

I got confused about the inspector. If i get a main service is 1000a, and all the sub service add together is 850a, If i just add 60A to the service. In this case, the total load is not gonna exceeded the main service. Why the inspector still want me to do load calculation?(there are about 17 sub service, it's impossible for me to get all the information from them. I want to the calculation, but it cost me long time and lots money),

Is this make sense he ask me to do the load calculation? What should i do?

Ask the utility for the historic peak demand for the 1000A service (or the 17 subservices if the main is not bulk metered). Owner sign off on the request for information will most likely be required. Add this to a load estimate for the new service.
