90 Day Hazardous Waste Storage Area Classification

Most every plant has a 90 storage area for hazardous waste. Many of these are located detached from the main bldg. Many are simple "sheds" with a diked bottom, a roof and maybe one or two sides to keep blowing rain out of the area. These generally do not have any lighting or other electrical.

Question: For the above, does the area have to be classified if storing flammable liquid hazardous waste? What type fork lifts should be used to move flammable liquids into and out of this area. Is a shed considered a bldg???

You may not get a reply to this, I certainly don't know, but there may be someone who does haz location work who does.
