When feeding multiple floating homes with feeders from shore, would you need a grounding electrode for each structure as you do per 250.32?

I would say no, 553.8 allows
(A) Grounding of Electrical and Nonelectrical Parts. Ground-
ing of both electrical and nonelectrical parts in a floating building
shall be through connection to a grounding bus in the building
panelboard.
To me that means you don't need to dangle a ground rod in the sea
