Why are we still required to use the methods of 511.8 On underground passing through or serving the area. Rigid stub ups of course but the depth requirements on pvc in an minor repair garage when it has been declassified under the provisions of 511.3C1? Mute point the building in question is classified as such but will most likely have a snow blower stored in it and replacement pumps and electric motors for the plant. One bay of parking and no waste trap in the floor drain which is required in order to service vehicles.

Good question. Normally I would refer to Section 511.1 IN that indicates Article 511 is largely extracted from NFPA 30A. The truth is, it almost entirely originates although not extracted from NFPA 30A and that Technical Committee (TC) actually controls the Article, Not CMP 14. Note the actual NFPA 30A Standard was (and is) largely based on fuel-dispensing facilities and its TC is historically terrified by hazardous locations.
