I have a multipair instrument cable, (50 pr) twisted shielded with overall shield. Does the overall jacket have to be peeled back and compound poured in-between the individual twisted pairs?

Basically, only an outer jacket must be removed. Shields and pair sets may be left essentially in place.

See Section 501.15 IN No.1. Seals are intended to minimize the migration of gasses and prevent the spread of flames. When Section 501.15(E)(1) Ex 2 was proposed, a major seal manufacturer did extensive testing to establish that the intent was met.
