I'm in the process of putting together pricing for my labor to install a 3000a main service with an MDP that will consist of 20-25 switches , as for the GES is 3/0 copper to the buildings water main and a ground rod sufficient or do I also need a 3/0copper to CEE as well

250.66 to size the GEC to your metal water pipe. A #4 CU to the CEE would be fine. If you have building steel, you would also need a full sized GEC to that as well.

So building steel is usually tied in to the CEE to my understanding? So if I have this right

3/0 to water
#4 to CEE
3/0 to building steel
# 6 to ground rod (optional)

Yes #3/0 is the largest GEC required, as noted certain electrodes allow smaller maximum sized GEC's. If you have the first three you can definitely skip the ground rods.
