250.32(B)(1)
An equipment grounding conductor SHALL be run with the supply conductors.....

250.32(B)(2)
Where an equipment grounding conductor is NOT run with the supply to the building or structure.....

Part 1 tells me it is mandatory to pull an equipment ground and part 2 tells me I have the option of not pulling one.

It seems like these two sections contradict each other.

Any thoughts?

You have a choice of complying with either (1) or (2) from the last sentence of 250.32(B)

Read 250.32(B)(1)&(2) very carefully.

250.32(B)(1) can be implemented under most circumstances.

250.32(B)(2) can only be implemented if the conditions are met. It also requires the grounded conductor to be bonded to the disconnecting means and grounding electrodes. In other words, it is like another service.
