I understand what they want, just not sure how to achieve it when you only have one panel in a retail space? Or for that matter multiple panels in the same room?
210.63(B)(2) What is being required here?

To me it says install a receptacle in the same room as the electrical service. If there is not a service panel in the retail space then no receptacle required, unless there is HVAC equipment per A

If you have multiple panels, there's likely to be a 'house' panel, to which it should be wired.
