208v 1/3 phase heater wired to 240v single phase panel

[/FONT]I have a 208v 1/3 phase Dayton model 3UF82 heater and I'd like to use it to heat my workshop. I have attached a pic from the unit itself. Can this be wired safely to a single phase 120/240 60A panel?

With that labeling it would be an NEC violation and might well be a safety issue. The elements will get much hotter at 240 if they were designed only for 208.
