2014- 680.23(F)(2) NM-B to light switch?

I could be splitting hairs here but this is my question-

I often run NM from a temporary junction box to a light switch inside the home.

This temporary box is typically removed and replaced with a breaker panel or as we call them "pool pack". (by others)
The transformer is included in the pool pack or mounted near it using insulated conductors from the panel to the transformer.

Typically the NM from switch and the insulated ground to the transformer both terminate on a ground bar in the new pool pack.

Im I in violation of above code? Never failed an inspection but NM does not have insulated ground.
OR, is the connection from the new pool panel ground bar to the transformer all they are requiring to be insulated?
