15Avs20A light circuit

I cannot find anything in the code stating that you have to provide 20A circuit for lighting in a commercial building.(restaurant approx.3000sq ft.)There is no voltage drop. But I know, it's a common practice that electricians use 20A circuit for lights in commercial.
