150A Breaker feeding 100A Sub Panel??

Hello all
This is my first post. I am a DIY and studying for my property inspector's lic. This makes me a noisy person, and i find myself taking every opportunity to learn. What can I say- I LOVE HOUSES. I will begin studying for my contractors exam the end of this year(after I have my insp. lic). I digress...

My parents will be installing a pond-fed irrigation system. I was looking at the sub panel out by the lake to see if there is any room to run a double pole 20A breaker for an irrigation pump(1.5HP), and a 260W /120V Pond fountain with 3 lights.

I read that the sub panel by the pond was rated at 100A, and there is 100A worth of breakers in there too. however the Main Panel has a 150A breaker feeding the sub panel.

Either the sub-panel is in fact rated to at least 150(and I do not know how to read it correctly?)

or

the sub panel is at risk of being damaged

or

I am missing something(in which case please cure my ignorance). Thanks in advance!
