120V Panels in MCC

Greetings fellas,

Does an entire MCC needs to be de-energized when adding a new load to a 120V panel(sub-panel) located in MCC lineup? Or is opening the mains in the said panel would be sufficient. Since routing of cabling is involved from the sub-panel out to the load, it appears for the sake of safety outage would need to be scheduled.

Am I on the right track with this?

For working on the panel itself, you need only de-energize the source for the panel. But you are correct in that if you also need to run wires out to loads, routing those wires through the wireways of the MCC will expose you to live conductors as well as any arc flash potential in the MCC as a whole. So the safest way to do it all would be to de-energize the entire MCC.
