115V vs. 230V

This was confused in my mind. I tried to plugged the electric fan to 115V supply the motor runs slow than on 230V. But when I saw the kilowatt-hour meter no changes of disc rotation even if I used the 230V. A constant rotation of disc meter of these two voltages. why? pls. help me to clarify this situation.
