Comm/Power cable separation distance

All,

I have, in multiple locations, 30-kVA DTT's mounted above a drop-ceiling physically separated but less than 12" from a communications tray full of data cables. The specification specifically calls for a 48" minimum clearance from 5kVA or larger transformers. What does the code say concerning this before I make one of the contractor's move their equipment?

Why do you need the code to say something when the specifications clearly state the distance requirements? Do you think what the code calls for would be more than what the specs call for?
 
I ask about the code versus the specification to determine if relocation is absolutely necessary. If I can convince my customer there is really no problem by referencing the code, that would be a better option versus re-working either system.
