Service entrance conductors 300 ft from road

Hey guys I looked at a new-build today it is approximately 275 ft off the road to my pull box for wire size reducing in the new 200 amp panel the homeowner specd it out with the power company and they are telling him 350 kcmil tri plex urd from the road to the house in 3-inch PVC from a main disconnect by the road its a residential property my question is should there be a ground in that pipe also? considering the main is by the road so the panel at the house will technically be considered a sub panel or would I just drive a ground rod at the pole to ground the main and drive a ground rod at the house to ground the sub main breaker any thoughts on this would be great or a section of the code book to read up on something like this that would be cool thanks guys

Where is the "service point" ?
Seems if PCO is bringing the wire to the house that would be their install and they don't need to follow the NEC.

What year NEC edition is the AHJ using? Also have you checked with the AHJ for any amendments to the NEC they may have for the location(s) allowed for bonding the grounded conductor? (I'm assuming the AHJ has not accepted the 2020 NEC. (My State, AHJs through out the State, are still using the 2017.)

Service main disconnect is at the street.

If the service main disconnecting means is at the street then the panel at the house is a subpanel. You will need to pull an EGC in the 3" conduit with the feeder conductors. Increase the size of the EGC per code for the increase in feeder conductors.

At the main disconnect at the street you need to connected the grounded conductor to earth. Required Grounding electrode system and bonding.

At the house you need to create a grounding electrode system and connect it to the EGC ground bar. Follow the NEC for any other considered grounding electrodes that enter the house like a metallic water pipe, ect. They also need to connect the EGC ground bar.
