What is the best way to wire a 600amp 3 phase service. What size conduit and wire?

You may comply with NEC with 3.5" but that doesn't mean a POCO or even local codes can't still require 4". Ask them for the reference to their requirement if it is beyond NEC. If they have a standard that applies to everyone then follow it. If they are shooting from the hip - good luck with other dealings with them.I am install a 600 amp 3 phase service. The reason for the question is, they are requiring two 4" conduits for future to PP-3 and PP-4. When I need 3-1/2 why wound they want 4"?

Over 2 inch maybe, 1/2, 3/4, 1-1/4, 1-1/2 are pretty common both pipe and fittings in about all types of conduit.Integer inch sizes of conduit are a lot more common, and a lot easier to get. Occasionally you may find fitting product families that mysteriously omit certain half inch sizes.
