I am looking if there is any code requiring customers to be required to have electrical utility power. Can they be 100% of the electrical grid?
Often municipal codes are more strict about requiring utility connections than codes for unincorporated county areas.Not an NEC issue. Local/state building/municipal codes would apply.
If the grid is available, economical, and dependable, I can't think of any reason other than philosophical why anyone would want to live off grid.
