I am struggling to find the article(s) that discuss allowing for future installations. It seems I have read allowing in service capacity and installing future conduits as a requirement. But I can't seem to find it. All I am seeing is 90.8 which is not what I thought I saw and highlighted some time back. Any suggestions?

There are no requirements that mandate future planning for expansion in the NEC.

90.1(B) pretty much says it:

(B) Adequacy.

This Code contains provisions that are con-
sidered necessary for safety. Compliance therewith and
proper maintenance results in an installation that is essen-
tially free from hazard but not necessarily efficient, conve-
nient, or adequate for good service or future expansion of
electrical use.

Providing for future expansion is a good design strategy but is not a requirement of the NEC. The only exception that comes to mind is for Neutral conductors at switch locations in anticipation of advanced switching options that would require a grounded conductor in the future.

I knew I should have prefaced my answer with "in general with a few exceptions":slaphead:

There is also one with an extra wire at a fan box. Prolly a few others.

This is not a requirement though. You are thinking of something else related to the rating of the box.

314.27(C)
Where spare, separately switched, ungrounded conductors
are provided to a ceiling-mounted outlet box, in a location
acceptable for a ceiling-suspended (paddle) fan in singlefamily,
two-family, or multi-family dwellings, the outlet box or
outlet box system shall be listed for sole support of a ceilingsuspended
(paddle) fan.
