Why calfornia T-24

Still it does not make sense to me T-24 in Calif. is design to save energy by limiting use of electricity in lighting But, other things such as, HVAC, power outlets that are on and active with load hooked-up to them 24 HRS, and more continious, linear loads And can be controlled for saving energy are not enforced by that T-24, nobody talks about it , it is almost unlimited, and no shut-off contol provided. why, why,why.....

Title 24 energy code is not all about lighting. All trades are effective. You really should take a class. The new code that takes effect in July is the most restrictive yet.

I meant lighting T-24 is strict but not others such as, HVAC system that do not have proper shut-off (automatic shut-off for on and off only) .....after hours of operation. you can leave the AC on until next week resulting high consumtion of energy . I hope you understand me now

I don't belive that statement be entirely true. Several new standards in the 2013 Energy code require HAVC to be turned off when unoccupied. I think you would be enlightened when you look at the new code that will be effective July 1

maybe , in close future HVAC is biggest load , monster of all , we have to control them

Yes in certain buildings. Hotel motels are required to have automatic shut off's and other load shedding measures. The new Title 24 for the most part requires a whole building appoach. That means the whole structure is calculated and in order to comply there will most likely be additional controls other that the mandatory ones.
