240 VAC 3 Phase 4-wire open delta service.

My neighbor has a machine shop with a 240 VAC 3 Phase 4-wire open delta service he uses to run both three phase and single phase loads. Currently there is a GE TH4324 200A fused disconnect right behind the meter feeding a 200 A distribution panel in another room about thirty feet from the disconnect. He would like to add another distribution panel right next to the fused disconnect and feed it via double lugs. Is this allowed and if so would the new panel require a disconnect in the panel? The current distribution panel does not have a disconnect in the panel.

As long at the disconnect is in the same building as the panels, and as long as the panels are protected at or below their amp rating, the panels do not need mains or a local disconnect.
