code compliance of de-energized cable and conduit floating about

Aside from it being shoddy workmanship, is it a code violation to remove a piece of electrical equipment and leave the wires sticking out of the wall and exposed. Does the code address this at all.

The NEC does not directly address it.

In my opinion if the supply end is removed from the power source it is no longer wiring covered by the NEC.

On the other hand if it is still connected at the supply end the NEC applies and a box is required.

and one more if you don't mind.

This same electrical room has an MC cable coming out of the wall (via a hole that could have been made with a first (not exactly finished) and then 4 feet down the wall it goes back in.

It's not supported at all so that's one thing, but what governs how it comes out of the wall (room is not rated), that it is run first in the wall then outside of it and then in again. I mean pretty obviously shoddy work, but other than the support, where is the code violation?
