If these 208volt ceiling mounted air conditioning cassettes are only 180 watts (compressors separate outdoor units), would you string a whole floor (multiple splice points) on one 2P-20 amp circuit or would it make more sense to have more 2P-20 amp circuits that are very lightly loaded? I don't have my code book but I don't remember there being a minimum load a branch circuit needed to be.

I installed one recently and the cassette connection is direct from the outdoor unit to the cassette because the wires used for power also handle the communications from between the units. Your question is moot since they have to be installed per manufacturer instructions.
BTW: the minimum load on a branch circuit can be none.
