Why would the engineer want you to stamp your own submittals? Is he looking for a PE stamp? Normally a PE shouldn't stamp a submittal unless it contains calculations done by him/her or a person in his/her charge. Simple cut sheets should NOT be stamped by a PE, because the information in them wasn't developed by the engineer.

I would want the electrical contractor who is providing a submittal to at least state, using a standard stamp or a cover letter, that the documents being submitted have been reviewed against the requirements of the related specification section, and are in compliance (except as noted herein). We have a standard stamp that we attach to the PDF version of any submittal, and it is what I use to document my review. It does not provide an approval, but rather an assertion that I have reviewed the submittal.

The projects I do require me as the EC to review my submittals before I submit them.

As Charlie says, I don't actually "approve them" but I acknowledge that I have looked at them and to the best of my knowledge they meet the "as specified" or "equal" criteria.
