I currently live in the land of NO licensing. I have passed an Occupational Competency Exam for Electrical and I am an NCCER Electrical Instructor. Would the certifications I have from PA exclude me from taking the HI Journeyman test?

Probably not, but I would give them a call and discuss the situation. Electrical licensing boards are funny, every one thinks they are the only good competent government agency. I came from a no license state and have since gotten licensed in several states later on. Some are pretty easy going with out of staters, and some are completely fascist and will tell you have to start over as an apprentice. For me its never the exam thats a hassle, its getting all the documentation to get approved to sit for the exam.

I would say it all depends on any reciprocal agreements already in place. If they do reciprocate this particular license they will not make you take an exam, but may still want you to pay same fees that you would if you had taken the exam. Those fees are common in reciprocal licensing AFAIK.
