I have looked thru the code and I could have missed but is there anything that stated no posters, stickers, or misc info allowed on termination panel boards or cabinets?

No such rule that I know of. There are lots of rules that require specific information be posted on the panels, but nothing that says you can't put additional information there.

Just don't cover up the required information or render the panels "inaccessible".

Unless you want to hide some other mistake...Just don't cover up the required information or render the panels "inaccessible".
This panel is above a toilet in a bathroom. You basically have to stand over or on the toilet to get to it. But with a nice paint job and some pretty stickers, the problem vanishes!
