25kVA Transformer secondary

I am using a 25kva encapsulated transformer (480V-240/120V) feeding two Nema 7 panelboards. Can I use a lug (with the two separate wires) inside the transformer wiring vault to feed both panelboards? I have primary protection and both the panelboards will have the secondary protection for the transformer. I was told I couldn't use the transformer like a junction box. I didn't really think it would be considered using it as a junction box. I can add a secondary enclosure with distribution blocks to do this but didn't want to add more enclosures to the already crowded switch rack.

I know of no Code section that prohibits such as long as the lug is properly rated and see it done often albeit usually on larger transformers.
