I would guess that is actually in a hotel in the US. Panelboard is not consistent with EU design.

Sure looks like QO series design branch breakers, but I have never seen a QO series panelboard with a larger frame main breaker with so little clearance to the (top in this instance) wall of the cabinet, as the supply conductors usually enter the main breaker lugs from that direction. The size of that main breaker is not consistent with what is available on the typical QO loadcenter on the market here in the US either. So if it is a QO series, it is not from the product line sold in the US from what I am aware of.

You would think they could have used a NEMA 3R or 4-12 cabinet :)

The "vent" above is a chase for installing additional cables and the louver is just a convenient way to make an access point to this chase:cool:

Those are strikingly similar.....

They are exact. Take a close look at the shadows in all three photos. There are faint shadows on the tiles and they are all exactly the same.

Now what are the chances of the camera being EXACTLY in the same place for both shots? Especially considering the amount of work involved to not only put the panel there, but also to get the conductors to the panel.

I am quite certain this is PS work and I wonder what the motivations of the person that did it were?

Only if that is a vent above it rather than just access to a chase.
There is a fine old tradition of putting in a grille instead of patching a hole or using an access door.
It is a lot easier and it looks like it has a purpose. :)
