Does anyone know what the following means: CSA: MC236833 ? It is for a 1/4HP 208-230V condenser fan. It is either the CSA file number, or it actually is an identifier of the CSA testing done on the motor.

I did that very Google search before I posted, it did not help me gain any traction on the question.

It is the CSA file number under which the testing for THAT particular manufacturer (Regal-Beloit) can be found. That does not denote the standard to which it was tested however. If Regal-Beloit provides you a copy of that file, it will likely have that information inside however.

But why do you want to know? In general, if you are submitting an assembly to CSA for evaluation the file number is what they will want to know, not the standard number. They already will know that. Are you wanting the information because you want to ensure that this motor is CSA listed for the purpose with which you intend to use it? That's the only valid reason I can think of to want that info. Most likely it is C22.2 No.113 for ventilation fans, being that this appears to be an OEM motor specifically made for that purpose.

I would agree, it is ECM module data from Regal Beloit

I am trying to figure out exactly what test procedures were performed on the motor. For the CE harmonized directive I am using, I can substitute the applicable IEC standard for a "similar or better" standard. I'm trying to understand if this particular CSA standard C22.2 113 has its at its base an IEC standard. I'm not really sure what the applicable IEC standard is...

Most assuredly, that answer will be a No. CSA was writing standards before there even was an IEC I think. It would be more likely to be the other way around, but I doubt that too. Most of the IEC standards used today were adopted from older German (VDE) , British (BS) and French (CENELEC) standards, all of them fiercely independent of one another. Those three have historically rarely been known to abide by anything the others have said until very recently...
