Circuits for LED pole mounted fixtures

Quick question:
Can typical pole mounted LED area light fixtures (say for parking) be protected with a 30A circuit breaker? (as opposed to a 20A)

The lighting units would have to meet the heavy-duty lampholder requirement of 210.23(B) in other than dwellings.

Never quite understood the way its worded. Lighting in dwellings can be connected to any circuit regardless of rating and lampholder type???
