Had a contractor in our plant for bathroom remodel . 208 v panel with Category rating of 3 on the panel. Needed to tie -in a 60 amp feed for hot water heaters . Told the outside Electrican I would do this early in the morning when I could shut down power to the panel . His response was " We would never get anything done on the outside " if we worked like that . Older commerical Electrician and a helper with him . Sad to say but I hear the same from other electricans around this area .

If you worked like the outside electrician in your plant, how long do you think you'd have a job?

The bottom line is that all plants (ok most) have procedures in place to stop future accidents like this and outside workers are ususally well aware of working in a plant. Any plant I've ever been in has limited procedures for shutting down services.

Tell the older guy to go crack coconuts. The other part of working in a plant is if one usually doen't follow the rules, your not welcome here.

I've worked in a few industrial environments over the years and followed all their safety regulations as required. That's not a problem because they are used to operating that way and to the costs and inconveniences involved with safe work practices. That being said, most commercial and residential customers are NOT used to the costs or inconveniences involved with the same level of safe work practices that industrial customers are used to. If I had a restaurant owner call me for an emergency service call where a breaker had to be replaced to get a refrigerator or walk-in back on and I told them that I would have to come back after hours at a higher rate and shut down half the restaurant to change it, I'd lose the customer to an electrician who would just get it done.

Thats my point about posting this . Contractors are not following 70E . I understand how it works for them that are not large industrial plants . You hear every one talk about shutting down power to do work but it not happening with the average electricians . I even hear electricians say company policy is no hot work but they still work it hot because they feel pressured to get the job done . You can have all the safety classes you want but down here most of them are still working the way they always have " HOT " .
