what is the minimum working space in front of a service panel is it 30 in. if guarded by a insulating material such as drywall or plywood.and if it is mounted on brick or concrete is then 36 in does does the voltage play apart in the distance requirement site article or table

If the panel is 151-600 volts yes the voltage does matter as well as the material in front of it . A grounded surface would have a greater distance requirement. {T110.26(A)(1)}

depth of working space is determined by the nominal system voltage to ground and the working conditions- whether or not there are grounded or energized surfaces on the wall opposite the equipment in question. The minimum in all cases is 36".
