Permanent display signs considered noncontinuous?

I'm looking at a review manual and the examples used consider permanent display signs as noncontinuous loads. If they're permanent display stands, why wouldn't they be considered continuous loads?

Look at the definition of continuous load.

The code definition is:

Continuous Load. A load where the maximum current is expected to continue for 3 hours or
more.

This is something I have struggled with lately as well. Without knowing the precise nature of the equipment, it seems reasonable to assume a piece of equipment that operates continuously be considered a continuous load. From what I understand, lighting in commercial environments is considered a continuous load.

What thought process do other engineers employ to make this continuous vs non-continuous determination?
