Unfinished basement, laundry area, HVAC receptacle

Under current NY residential code, may a receptacle in the laundry area, on the laundry circuit, satisfy the E3801.11 receptacle outlet requirement for servicing of HVAC equipment, assuming the receptacle is sufficiently close to the furnace?

Under the NEC any accessible 120 volt receptacle on the same level would satisfy the requirement as long it's within 25'. Not sure about the NY res code.
