In a hospital project, we designed our gen to carry out all of the mechanical equipments [3chillers(2w+1s) & AHUs], the client requests to reduce the gen size and consider one out of the three chillers. The issue coming where the three chillers connected to one head, means that, let one chiller to be working during the emergency case will cause increasing of the room temps.
My question, can we allow part of the AHUs to be working as fan only without using the chilled water (closing valves during the emergency case)? that will reduce the amount of the required chilled water and the one chiller will fit.

Sounds like a question for the mechanical department.

Somebody has to decide if you are going to let the air temperature go up a lot in a few places or up a little in all places.

I suggest checking the JACHO standards first. They are picky about what the temps are allowed to be in this setting.

seems like every hospital I have been in the patient rooms are either uncomfortably cold or uncomfortably warm until recently when i was at a hospital where each room had its own thermostat and it actually worked.

FWIW: JACHO is a North American healthcare standard, I believe the OP is in Cairo, Egypt.

Most chillers are intended to run constantly and will not perform as expected if shutting down and restarting in a load sharing scheme attempting to makeup for insufficient genset capacity.
IF the chiller loads are considered critical, add another genset or upsize the current genset.
I prefer the additional genset approach for a healthcare setting as it allows scheduled genset/switchgear maintenance and still have a genset available during a utility outage to reduce the risk putting lives in jeopardy.
