I Line panel as main disconnecting means

I am pricing a job with a 600A, 1PH, 120/240V service. I was going to be using an I Line panel with a 600A main breaker, but I'm wondering if this is suitable for the first piece of gear downstream of the utility company transocket. Does the main breaker on these panels break the neutral? Also I'm wondering about the size of this panel outdoors on a service rack near the utility company pole. It is almost 5' tall. This location is basically in a field by the parking
lot. I would think I at least need to pour a slab under the service rack. Any thoughts on this?

Yes you can use an I-line panel as the main.

No it will not break the neutral, there is no need to.

No you are not required to put a slab under it.
