Overcurrent devices in Bathrooms

I saw job recently that I thought was a code violation, but apparently not. A new power panel was installed in a bathroom, but it was not in guest suite or dwelling unit etc.. 2008 NEC 240.24 (E) apparently doesn't list other than non dwelling units.

Is there a reason why this restriction is only limited to dwelling units, and hotels and motels?

I can only guess that people are usually barefooted there and there would be alot more moisture but other than that I have no idea.
