Multistorey apartment building, metering topology

Hello,
I'm working on the design of a multistory (4) apartment building, 12 units per floor. I have worked on multistory hotels but haven't had to worry about the consideration of distributing meters to reduce the volume of feeders until now. The building is very typical in nature.

It seems to me that a superior topology (compared to running 48 feeders out of the main electrical room) is to place a meter center on one of the upper floors fed by one large feeder.

I believe my best bet is to negotiate space for a 24 meter stack (which I think typically is made of 4 stacks of 6?) on either the third or fourth floor, serving both those floors. Floors 1 and 2 served from the main electrical room.

(the preliminary architectural plans do not make provision for any electrical gear aside from a good sized electrical room on the ground floor, so it would really help to find the option with the lowest space hit)

The biggest question in this area would be if POCO would allow such an install.

yes, POCO supports such an install.
It seems to me that this would be a superior layout but perhaps it is more unusual than I anticpated. But when the building gets even larger, like eight stories surely it become impractical to feed everything from ground floor metering!

Don't quote me on this but 48 SER feeders from the basement straight to the apt panels would be a walk in the park compared to buildng one or two more electrical rooms.
