can you mount a panel further away than 25 ft from a transformer feeding the panel

The answer will depend on the particulars of the installation. There is no rule as to the distance from the transformer to the panel, however, as mentioned, you might need to add secondary OCP. In some delta-delta installs that is not necessary. You need to look at 240.21(C) to see which rule fits your situation.
If you provide the specifics of the installation we can give more input.

i have a 112.5 kva 480/208V transformer and it is only running a 200 amp panel. so my thought was to
add another 200 amp panel to feed some welding equipment. But the panel probably needs to be about 50 ft away. Do i need to put a 200 amp breaker within 25 ft even though the panel has a main breaker?

You would need a breaker before the panel main breaker if the panel is 50ft away. You could use the 25' rule based on 240.21(C)(6) depending on your primary breaker size.

You could use the 10' rule based on 240.21(C)(2) if you can't comply with 240.21(C)(6).
