hypothetical question.

4 apartments -1 common area, 900 sq.ft each, common laundry, all gas heat- water-range, no A/C.

Main service disco, discos-sub meters-feeders to each apt and common area.

Apt load.

900sq.ft x 3VA=2700VA
2 SABC=3000 VA
HVAC load 500VA
Largest motor = HVAC=125% already added

5700VA-3000VA=2700VA

2700VA x .35 = 945VA

3000VA + 945VA + 500VA

total 4445VA/240V=19A

What size feeders and panel does apt need?

In short, are these feeders required to be sized to 230.79? 100 amps, 60 amps, or.....

I don't feel 230.79 would apply to the individual units as they are directly supplied by feeders (not services). I see no minimun on feeders.

I did not go through details of your calculations but if 19 amps is all that is needed I don't see why you can't run a 20 amp feeder. Besides it would be fun to see how excited the inspector get when he sees it.:)

I spent the last hour trying to see how it would not be compliant and I haven't found a reason yet, :D
