Type Cable for Floating Pedestal

I am planning on installling a 50 Amp, 120\240 Volt feeder circuit to a marine pedestal on a private floating dock. The floating dock is approximatly 150' from the bulkead of the shore. I am going to install the PVC Schedule 80 Conduit in the saltwater at a depth of 18" as far as the tide will allow, then have a type SOOW, (4\4) protude out of the conduit and up to the the pedsistal. I am planning on leaving an excess of 25' of the cable at the bottom of the floating dock to handle the tide changes. I was told by the electrical inspector that Type SOOW cable is not suitable for this application. It does not meet the requirement of NEC 555.13. I suuplied the specifications that the cable is resistant to oil, solvents, water, ozone, aging, abrasion, and sunlight resistant. It is also flame retardent, flexible, and durable. As far as I can tell, it meets all of these requirements. He suggests that I use a type PPE cable. When I look up the usage of type PPE cable under Table 400.4, the usage doesn't say that it can be used for damp or wet locations, where SOOW does. I have used type SOOW cable in the past for this type of installation, and it has not been a problem. Any ideas?

I use type G-GGC Cable for marina work. You can submerge it in water, and it's very flexible. It's pricey though, and the cost fluctuates ALL the time.
