I do not believe it would be, however even if it was you would be limited to the 75 C column at best due to the rating of the terminals in the MCC.

If you happen to be asking about the factory wiring in the MCC the NEC ampacity tables and rules do not apply at all.

The internal wiring of the MCC is normally manufacturer specs and not regulated by the NEC.

If the assembly is in fact UL listed it has been tested and approved as provided. It is not unusual for inspectors as well as customer to comment on wires that are often smallet than the NEC allows. I've had those questions come up numerous time when an MCC or other assembly is red flagged by the AJH.
