Derating conductors in conduit

There is no change from the 2008 code to 2011 concerning Table 310.15b 3a is there, #12 thhn can still be derated from the 90 degree column and have up to 9 ccc's and be on a 20amp breaker. I was told by someone they had an inspector stating you had to use the 75 degree column now.

No change. You're correct. Once you exceed the 9 CCC threshold you need to go down to a 15 amp OCPD.
